സാമൂഹ്യ സുരക്ഷാ പദ്ധതികള്‍ക്ക് മുന്‍തൂക്കം

ധനമന്ത്രി തോമസ് ഐസക് നിയമസഭയില്‍ ഇന്ന് അവതരിപ്പിച്ച സംസ്ഥാന ബജറ്റില്‍
മുന്‍തൂക്കം സാമൂഹ്യ സുരക്ഷാ പദ്ധതികള്‍ക്ക്. എല്ലാ കുടുംബങ്ങള്‍ക്കും ഇന്‍ഷുറന്‍സ് പരിരക്ഷ ഉറപ്പാക്കുന്ന സമഗ്ര ആരോഗ്യ ഇന്‍ഷുറന്‍സ് പദ്ധതിയാണ് ഇതില്‍ ഏറെ ശ്രദ്ധേയം. പരീക്ഷണാടിസ്ഥാനത്തില്‍ കൊല്ലം, ആലപ്പുഴ ജില്ലകളിലായിരിക്കും പദ്ധതി നടപ്പാക്കുക. ഇതിനായി 20 കോടി രൂപയാണ് വകയിരുത്തിയിട്ടുള്ളത്.
സംസ്ഥാനത്തിന്‍റെ പൊതു കടം 37.6 ശതമാനത്തില്‍നിന്ന് 24.1 ശതമാനമായി കുറഞ്ഞതായി മന്ത്രി അറിയിച്ചു. പദ്ധതി അടങ്കല്‍ 15 ശതമാനം വര്‍ധിച്ച് 7600 കോടിയായി. റവന്യൂ കമ്മി 336 കോടി രൂപയും ധനക്കമ്മി 5.652 കോടി രൂപയുമാണ്. നികുതി കുടിശിക 428 കോടി രൂപ മാത്രമാണ്. ഇതില്‍ പൊതു മേഖലാ സ്ഥാപനങ്ങളുടെ 733 കോടി രൂപയുടെ കുടിശിക ഉടന്‍ പിരിക്കാനാകും.
നികുതി കുടിശിക തീര്‍പ്പാക്കാന്‍ പ്രത്യേക പദ്ധതി പ്രഖ്യാപിച്ചു. വാണിജ്യനികുതി കുടിശിക തീര്‍പ്പാക്കാന്‍ പ്രത്യേക പദ്ധതി നടപ്പാക്കും. 1990 മുതല്‍95 വരെയയുള്ള നികുതി കുടിശിക 75 ശതമാനം അടച്ചാല്‍ മതിയാകും. 96-97, 99-2000 കാലയളവിലെ കുടിശിക അടച്ചാല്‍ പിഴപലിശയും പലിശയും ഒഴിവാക്കും. 2004-05 വര്‍ഷത്തിലെ കുടിശികയും അഞ്ചു ശതമാനം പലിശയും അടക്കണം.
നികുതി വരുമാനം മുന്‍പെങ്ങുമില്ലാത്ത വിധം ഉയര്‍ന്നിട്ടുണ്ട്. കടബാധ്യത റവന്യൂ വരുമാനത്തിന്‍റെ287ശതമാനമാണ്.
